20G Tall Upgrade to a 28 Gallon Acrylic Tank

Alright guys so I just bought a 28 Gallon Acrylic tank from my LFS. I have a 20G Tank right now and I want to transfer everything over to the 28G. Do i really have to cycle the new tank or can I just swap over my sand and rock due to it already having bacteria? I personally would like to cycle the new tank but my buddy is saying I don't since its a 8G difference between tanks. My 20G currently has a hang on thats a Coralife 30G with protein skimmer. The 28G has a Overflow looking box with a protein skimmer on it as well.

If your rock is aged at least six months you should be fine. If you have any doubt, feed light and test often.
