Is it better to have the baffles over/under/over or under/over/under?
sump baffles ?

I'm not certain about the exact science but I'm o/u/o and it works well. I keep foam between b1 & b2. If the skimmer's reacting you would need several more baffles to stop all micro bubbles, regardless.
I tend to think this is the better setup because the water/bubbles still need to travel down on the last pass. There's so much turbulence in the first chamber, not sure you have as much ROI.
