Clean and dirty water flow = same on RO/DI

I just got a new to me 6 stage RO/DI system. I did get it used but have changed out all filters and membrane on it including the restrictor. The dirty water to clean water ratio seems to be the same if not more clean water. I've read that it should be a 4:1 ratio with more dirty water than clean. What could be the problem? I dont know if this could be the problem to my water not going down on the TDS. I want to think I got a bad membrane as well any ideas?

Are the membranes seated right? I had one that wasn't and pumped water past it not threw it

I believe it is. It is snapping in all the way back. How would you know if it is or not?

check di filter you might have a old one
