Cyano

I was wondering what else could cause cyano, I just put new T5 bulbs in halides are off till the new ones get here in a few days,
I'm running the same light cycle I have always been running, all my perimeters are in check and the filters in my r/o unit are only
2 or 3 months old and I am getting 0 tds coming out but I just cant get rid of this stuff. I scrub it all off and do a water change
and it just comes right back. Any suggestions?

When i had it i would use the tube of my gravel vac to suck it off, i added a Hydor Koralia 425gph and keeped the light off for 3 days. and by the third day it was completely gone
