any suggestions on a sump and refugeium for a small tank and im looking for some softys or lps frags for my tank i live near midway airport towards oak lawn ...

I would probably go with a new 20G and use your 10g for the sump. But if you're set on a 10g DT get another 10g and plumb it for a sump. For a fuge, you could go with a Aquaclear HOB filter modded.
