Frag tank water flow and filtration

I'm going to be installing a 30g frag tank. My current DT has a Spectrapure auto water changer pulling about 2 gallons per day. My thought is to pump those 2 gallons into the frag tank and put a float switch on the frag tank with another pump to pull water from the frag tank to drain when it hits a level.

After talking with Spectrapure, their pumps work in the opposite way with a float switch, stopping water from being pumped in when it hits a level, not out. How could I get water out of the tank when it reaches a certain level?

Also, will I need a skimmer?
 
Well, after talking with Spectrapure again, their UPLC II pump has a drain option as well as fill so I'm good there.

Who uses a skimmer with their frag tank?
