I think that it would be very cool if you enabled the blog feature for supporters. Tank build threads kind of suck as the older they get the harder they are to manage, doing your tank build threads in a blog format would keep comments to posts in line with just that post and not clutter the build.

vBulletin has a feature where blogs can be enabled for users. This way you could link to your specific blog in your sig instead of build thread. Also the benefit is you can organize your blog a little easier, it isnt a full blown implementation such as wordpress, but it is pretty nice.

As an additional benefit with all the issues coming up with "For Sale" threads, supporters could post their for sale frags in one place without making multiple threads, keeping them on their blog

No it comes with the vBulletin 4.x Publishing Suite, which is probably what he has already with the other features, it just needs to be enabled. The only upgrades they sell anymore are Facebook and Mobile

+1 if you dont have hosting and want to do it on the cheap just sign up at wordpress.com, you dont even have to buy a domain name to start
