need help with new ballast choice

So i think i have come to the conclusion my ballast that runs 2 55w actinic bulbs (square 4 pin connection) has taken a crap I know nothing about ballasts as I bought this as a set up. pfo lighting inc is the brand name on the sticker says they are out of vancouver. any help on pointing me in the right direction for repair or replacement would be appreciated. Soon as the ballast kicks on my temp controller goes crazy bouncing up and down about a degree in each direction causing the heater and chiller to keeo going on and off and fighting eachother. only happens when i kick on the ballast doesnt happen with the sterilizer, iwaki pump, mh ballast... nothing only when this ballast is on and atleast one of the lights cables connected does it go nuts. not plugged into the same socket recepticle even, a week ago everything was fine
 
I have an Icecap 430 ballast laying around. Has no wiring. Maybe someone could help you wire it up? I'd let it go cheap considering the lack of wiring... I think you can get replacement harnesses on Ebay or something.
 
the harnesses alone are like 35 on ebay, is there any way to use the harnesses and wiring from the old ballast do you know or would it not be compatible probably
