Return pump question

Ok so I have an 18g AIO cube...it came with a stock return pump which is "supposedly" rated at 250gph. The pump is not marked nor was the box so I have no way of testing that theory. Now, I have been told that the water level in the back chambers of the tank is too high. If I drop the water in the back chamber by scooping it with a cup and putting in into the display, it raises back up within minutes. The ONLY way I have found to drop the water level in the back, is by dropping the display level. I don't want to do this as it defeats the purpose if having the surface skimmer with overflow if the water can't reach it. At all times I would say the rear chamber water level is about 1 inch below the display. Per the manufacturer the water in the back should be at least 4 inches lower than it is yet they refuse to troubleshoot to help me fix it. I'm very frustrated. Anyone have any advise?
