I bought a pondcare test kit from petco on clearance for $3. I figure that pH, ammonia, nitrite and phosphate are the same in fresh water and salt water. Am I correct in thinking this?

I think so? Although you may want to make sure the pH test is for the right range - I think FW kits sometimes test for a lower pH than what we look at. Not sure though... never done FW, lol.
 
For those API tests, the chemicals are the same for FW and salt but the color matching cards are different for ammonia and phosphate. The chemcials react with the other stuff in salt water and affect the color for the same equivilant reading. It the tests are not too old, you'd need to get the API saltwater cards for those two.
