Find ones that are eating frozen already. Should be pretty easy to find. I know AP gets ORA seahorses in quite often. Mine always ate mysis.

Just got a pair from ap eating frozen like pigs

Hikari mysis is best for them. PE mysis although it is bigger does not provide enough nutrition. To keep them long term IMO you also need to have a good variety of pods in the system so they can snack during the day.
