I did contact Lou @ Tropic Marin USA and here is his response to min tank size and need for large skimmer.
"I can't think of any reason that there would be a minimum tank size for using Bio-ACTIF SYTEM Salt. In fact, I would think that it would almost make MORE sense to be used in a smaller nano environment."
"It is true that Bio-ACTIF SYSTEM salt is a little like bio pellets in that they are both forms of carbon dosing. It is also true that it is good to be running a protein skimmer when carbon dosing, but it does not have to be BIG! The volume of the tank has nothing to do with it."
In the end it all depends on your individual tank and needs. If you are already carbon dosing, then Bio-Actif could help you reduce your daily dosing. If you don't, than Pro Reef will work just fine.
Thank you SO much! Excellent info! I do not carbon dose and my skimmer is so-so.. With this info I think it is best to stick with the Pro Reef for my tank.

I've used Red Sea regular formula (blue bucket) from BRS in the past with success. It claims to come out with major params as close to natural seawater as possible (alk between 7.8-8.2). I like to keep my alk around 8 so it doesn't mess up my dosing at all. My tank looked the best using this salt pre-crash (from BPs). It is made from evaporated seawater from the Red Sea so you get all the minor trace elements too. The only reason I stopped using it is that it builds up a brown residue in your mixing container over time if you mix large batches and use them over a month or two. However, after using crappy Crystal Sea Salt with no residue, I think this minor inconvenience of cleaning the container 2x a year is worth it.
