Cleaning dead rock - vinegar?

I have a 25 gl IM Lagoon that I am looking to start cycling. My plan is to clean my dry "live rock" (which has been dry for over a year and is most probably dead) by soaking it in a mix of tap water (non-chlorinated) and white vinegar.

After soaking in a tub - with an aerator to move the water around - I plan on rinsing with tap water and letting dry. Then I'll put it in the tank and seed the tank with a couple of pieces of rock from my already established 75 gallon reef system. I will then have the 25 gallon run with only the live sand, seeding rock, and newly cleaned rock until the parameters are good for introducing fish and corals.

Thoughts? Suggestions?
 
I cleaned some. Dry rock with peroxide hydrogen
and worked very well clean still white after 3 months of doing that
