They are made by Foster Lighting Systems. I just picked up a brochure for them from Tropiquatics in Lombard. The strips use Epistar LEDs. The white LEDs have a color range of 12000K-14000K. The blue spectrum is between 460-470nm. The beam angle is 80-90 degrees so the equivalent of 45-50 degree lenses on other LEDs.
These are the only lights that Tropiquatics uses in their SW and reef tanks. The guy I talked to(I can't remember his name) said they have had great growth under these lights. I was in a bit of a rush so I didn't get a chance to ask him about how many strips per gallon to use. They sell these strips for $40/foot and they come in 1, 2 and 3 foot strips.
I don't know if this was helpful to you but it's all I got. Next time I am at the store I will get some more info for you.
