I have noticed this on a few tanks using jebao (and other cheaper DC pumps). The issue is that the pump slows down over time and does not provide enough flow anymore to clear the air in your siphon line. The secondary drain should also be set up as a "durso" style standpipe with the air hose somewhere between the height of your secondary and your emergency. This should create a siphon in the secondary before the water reaches the emergency. Again though, if your pump isn't flowing enough to clear the air in secondary it won't matter. Finally, your drain lines should be JUST below the water line in your sump. This will make it easier for the air to clear when the pump restarts. Clean your return first, see what happens.
