What programs / apps are good to use to draw or write on pictures?
I have seen where people will have a picture and they can label corals with numbers or names or draw a circle on a picture to localize a point of interest, usually when trying to point out growth or pest. I would like to modify pics so I can label different corals.
I use windows if that makes a difference.

Its fairly easy with a note cellphone and most cellphones offer that screen capture and with android studio you can write on the screen capture

I usually do these on Windows. Capture the screenshot by hitting the PrtScn on keyboard. Open Paint program (Start button > All Programs > Accessories > Paint) then paste the screenshot there. Many things can be done there.
