GFCI Tripping when cable is plugged in.

I have retrofitted a Sunpower 8X54W fixture so one channel is dimmable. After a few pumps along the way I now have a new issue. When I plug in the VDM cable into the VDM module of the apex it trips the GFCI. Now It does not trip the GFCI that the light is plugged into. Rather the GFCI that my apex head unit is connected to. It does this as soon as the plug touches the terminals and it doesn't matter of volts are going to the vdm cable or not. I also noticed that as soon as I plug in the dimmable ballast the bulbs appear to be at 100 percent brightness. I check and doubled checked connections. What have I missed?
