Need help with Brown Algae

There is brown algae growing all over my rocks. Actually, there seems more of them growing around the zoas threatening to engulf the smaller polyps.

It is brown cocoa powder-like. It can be scrubbed off the rocks but it turns into little balls. My phosphates are zero(API) and I barely feed the tank. It is fishless and my main method of export is water changes. I tried halting the 20% a week WC thinking my RO unit was at fault but the problem has gotten worse. It has gone thru a mild period of neglect but I have kept params. I don't think it is diatoms because it barely builds up on glass.

However, it sure did not look like an algae with filamentuous cell structures under a microscope. And, I have not heard about the balled up, brown cocoa texture for cyano before.

What is this thing? And, what do I do?

Sorry. A recent emergency phone upgrade has left me with a terrible camera. All I get is monochromatic blue.
