New Ballast Or Not?

So sometimes I will come home to a aquarium with only one of the MH on. I have an older Hamilton Technology deluxe with 2 250w MH and 110W VHO. Now my question is should I invent in a new ballast or is it a problem with the capacitors. I consider myself a two wire electrician has I am kinda handy with a screw driver. But has anyone ever had this issue?
 
i have this issue when i change my bulbs with the socket itself have heard of another person who had same issue replaced the ballast and problem solved
 
If you got the dough, I'd say it's a no-brainer. Old magnetic ballasts get to be inefficient. You can opt for electronic ones, like icecap, or maybe HQI magnetics for a little extra output. For example, Radium lamps are said to be the shiz when overdriven by an HQI ballast. Check out this site. It's pretty awesome. Dr. Sanjay has tested most lamp and ballast combinations available on the market.
