New Tank Set-up Help!!

Ok I just picked up my new tank last night and I need help. I got a 110RR(60x18x24) tank with dual overflows. It has a sump with bio balls and so on(basic old school system) and a dual metal halide fixture with 2 T-5 and either side. Not sure if any of this is really going to work with for my plans.

I am planning on a Full Reef that will be SPS dominate so I need to know what is the best way to approach this.

1. Lighting?
2. Filtration and Flow?
3. Protein skimmers. Need to get one. What is good out there now a days?
4. Ca Reactors? Dosing systems?
5. Chiller? Necessary or not?
6. Anything else I may be missing or not thinking of

Sorry for all the question but my last tank was a 300gal peninsula reef about 5yrs ago and I get out of the hobby after a total loss on that tank after a power outage and some equipment issues so I dont want to make the same mistakes as before.

Whats the budget we are working with before people start throwing crazy items for you to buy?

Some things can be purchased used or new...
 
Budget is decent. Dont want to through away money but I am not going to buy cheap stuff that I will have to replace in 6months.

wont need upgrade until later, halides are still good, but LEDs are fast taking over

i would drill it for a closed loop or go vortechs

I like the Vertex alphas, made by royal exclusive

2 part dosing with a reef controller
5. Chiller? Necessary or not?
depends on your lights and where tank is in your house, canopy or no. Its a good investment if your tank runs too warm.

6. Anything else I may be missing or not thinking of
controller: apex, reef angel, reefkeeper
