Old water?

I was planning on doing my weekly water change last Sunday and ended up getting tied up with the family, so the water had been sitting in the basement already mixed with salt, heater and power head. But I got some brownish stuff in the bucket and a weird film on the heater And powerhead. Is it safe to still use this water? Or should I dump it?
 
I get that sometimes also. I've been using the water with no problem. I think the residue is calcium carbonate.
 
I get that at about a week. I always thought it was bacteria eating the organics. The powdery tan stuff is calcium carbonate usually on sources of heat, ie heater, pump housing, pump impeller.

I mix up 30G at a time and it sits for 3 weeks until its all gone. I have noticed that some salts will precipitate more than others. One exception I am aware of is Salinty brand salt. It is not supposed to sit around per the manufacturer because it precipitates a lot.
