Outrageously High Phosphate

I knew my phosphates were high and had my water chemistry checked at my lfs (Old Town Aquarium). He said he had never seen phosphates so high...

Since then I got a new tank (13g tank), did a 100% water change, and have been changing 5-10g/week for a few weeks.

The Phosphates are lower but when I tested them with my (new!) Red Sea testing kit, I think that they're still at about 2ppm; my nitrates are at about 4ppm.

I started dosing with NO3:PO4-X and plan on adding 1ml daily to bring them down.

Should I continue 1-2 5g water changes/week? Or would changing the water that often remove the NO3:PO4-X? Anything else I can do?

And if you're wondering, I think the phosphates got so high because the water I was using was being filtered with old pads. I tested the water (AFTER realizing it was the problem...) I have learned and test the water before adding it these days...

have it digitally tested with a hanna meter. Liquid drop tests are insanely inaccurate when it comes to PO4.
