Reef Rock

I have an opportunity to get some rock from my brothers old 300 gallon reef tank that he took down about 3 years ago.
This rock he purchased from Hawaii I'd say about 10 years ago and he had it in his tank while he had it running. Well his system crashed while he was on vacation and he lost everything in the tank so he decided to convert it to freshwater.
Since taking it down his rock has been sitting in Rubbermaid containers and it is all dry now.
My question is could this rock be converted to live rock again and how would I go about doing it, what would I need and how long of a process would it take?
I have seen youtube videos on how to cure live rock, but this is dead rock (I think!)

You could cycle the rock like you were starting a new tank. Large tub, heater, rock, PH and raw shrimp.

It's definitely dead. I would spray and scrub it really well, because otherwise you have a potential to have a LOT of ammonia and phosphate problems.

Then just cycle. Dr. Tim's will help speed things up.
