Skimmer Foam in the way or skimming away

Is it good or bad when the foam is completely covering the top of the cup? I have always knocked it down/cleaned the cup, but then I read something that made me think the foam being there is the skimmer working at its best. Here is a picture of what I am talking about:

Looks like the skimmers running great! Just think about it this way. All that gunk is just sitting there not being remove, yes it has been skimmed out but it is just sitting there. When you clean it out you have effectly remove the waste.
