The membrane is a mechanical method of the removal of solids by not letting molecules bigger than a certain size pass through it. A decrease in output will be a sign to replace it. TDS is independent of the membranes life.
The most important thing to change out first would be the deionizer resin. This portion of the RO/DI removes ions from the water that have certain affinity towards the resin. As the resin gets full it will release previously captured ions for ions with a stronger affinity for the resin. Since silica has a weak affinity it is usually released first which can cause an algae bloom.
