What equipment would you use for a dream frag tank

Looking at setting up a frag tank and am looking for equipment recommendation
Will be a 20L tank with either a 10 gal sump, or a 20L sump.

Glass holes super nano overflow, SCWD to returns on either side for flow. Lighting right now I am thinking 2x par38 lamps, but might go custom led.

What would you use for bio filter? ceramic media blocks? Should I have fish in the tank? maybe a blue damsel? What other dream equipment would you have? ATO is a must... probably with kalk, think a skimmer is nessecery? what else am I missing? Restricted to a 20L and price is no option what equipment would you use?

i've got a powdercoated 3 tier shelf rated at 250lbs per shelf for it. going to QT new corals/inverts, i've introduced ich into my tank with both snails and coral before and am trying to avoid that, also to grow out frags from my DT mostly stony, need to frag my pink and blue acan, and I have a couple crags of pink polyp cap when i accidently broke mine.
