From my experiences with Dr Tim's, it speeds up the cycle. With that being said, if you add a bunch of fish, the tank will go through a mini cycle. The presence of ammonia and nitrate indicates that something is decomposing and/or you've stocked too quickly.
 
Use Prime if your ammonia is positive. If its bacteria bloom, your skimmer will suck them out. If its calcium precipitate, your cal test will be low.
+ 1 to water change.
